CLC and our programme partner, the Building and Construction Authority Academy (the Building and Construction Authority’s education and training arm), celebrated the 100th run of our City Executive Leaders (EXCEL) programme in May this year. Incepted in 2013, City EXCEL shares Singapore’s experience in urban development, governance, and best practices for creating liveable and sustainable cities. The programme enables participants to understand Singapore’s transformation journey and be better equipped to tackle the challenges ahead. We have welcomed over 2,700 participants since the programme began. CLC and BCAA are excited to continue developing future leaders in Singapore’s Infrastructure & Environment sector as we progress beyond this significant milestone for City EXCEL. Set up in 2008 by the Ministry of National Development and the Ministry of the Environment and Water Resources, the Centre for Liveable Cities (CLC) has as its mission “to distil, create and share knowledge on liveable and sustainable cities”. CLC’s work spans three main areas – Research, Capability Development & Advisory, and Knowledge Platforms. Through these activities, CLC hopes to provide urban leaders and practitioners with the knowledge and support needed to make our cities better.

Water management challenges are not new to Surat. They have been actively addressing these challenges since the launch of its city resilience strategy in 2017. CLC’s Executive Director (ED) Hugh Lim attended the annual China Development Forum in Beijing, themed “Engaging with the World for Common Prosperity” this year. Organised by the China Development Research Foundation, the Forum offers useful insights into China’s development directions. Attendees included leaders of multinational companies and representatives from international organisations. While in Beijing, Hugh met up with counterparts from various Chinese agencies, and had a good exchange of views on a wide range of topics including carbon peaking/emissions, optimising urban spaces, and rejuvenating ageing infrastructure. CLC thanks Vice Minister Qin Haixiang, Ministry of Housing and Urban-Rural Development; Vice Mayor Gao Peng from the Beijing Municipality Government, Zhang Shilin, Deputy Secretary-General, National Development and Reform Commission; and Xu Wei, the Director-General, DRC; and for hosting the Singapore delegation. On 26 Mar 2024, CLC and Arup held the second of a three-part Roundtable series on the Future of Central Business Districts (CBDs), with the ULI Asia Pacific as a Supporting Partner. This virtual session builds on the earlier roundtable in January which brought together stakeholders from 6 Asia Pacific cities (Bangkok, Ho Chi Minh City, Hong Kong, Singapore, Sydney, and Tokyo) to identify emerging challenges of CBDs and common aspirations for the future. This round, 45 representatives from the same Asia Pacific cities shared on the various city-level policies and initiatives (the How to’s) to realise their goals for CBDs of the future. They also discussed useful indicators to track the progress of such goals. The study findings from the two roundtables will be shared at the upcoming World Cities Summit on 2 - 4 June 2024 in Singapore, where the final roundtable will be convened to expand the conversation on CBD rejuvenation to global audiences.
