UNICEF runs a temporary project from late August to late September, aimed to document and identify lessons learned of the the Child- and Adolescent-Friendly City Platform in Belarus with a view to inform future UNICEF programming in Belarus and in other Country Offices as well as to inform the roll-out in other cities.

Under the direct supervision of Deputy Representative of the Belarus Country Office, and with guidance from the Child Rights Monitoring Specialist, the consultant will:

• Read background/programme documents which will be provided by the Youth and Adolescent Specialist.
• Draft an outline for the case study.
• Document the Theory of Change of the interventions as well as the results achieved so far and critically assess the quality of result indicators being used for measuring progress.
• Visit field locations with administrative and technical support from the Programme Assistant and the Youth and Adolescent Specialist.
• Interview key UNICEF staff and partner staff.
• Analyse information and data obtained and draft the case study clearly articulating the programme components; the lessons learned; tips for the implementation, and a clear mapping of which interventions have been supported by UNICEF.
• Draft a package for roll-out with a bibliography of key materials related to the Child Friendly City Initiative including any M&E materials available, financial information on the intervention; references to available guidelines, protocols, training materials.
• Develop recommendations for areas to be developed further or new components to consider – feedback on developments – e.g. SDG indicators incorporated in certification process, etc.

• Have a master degree in international development, social sciences or related field
• Have relevant experience in writing reports, conducting focus group discussions and documenting case studies in an international development context
• Have at least eight years of working experience
• Have proven excellent writing skills in English and Russian
• Have appropriate country knowledge
• Have relevant subject matter knowledge and experience.

The consultant will include the cost of travel to Minsk and the 5 days’ mission in the overall quotation and in addition to daily professional rates.
