About Us

Founded in 1985, the Institute for Transportation and Development Policy (ITDP) has become a leading organization in promoting environmentally sustainable and equitable transportation policies and projects worldwide. ITDP was created by sustainable transport advocates in the U.S. to counteract the export to developing countries of costly and environmentally damaging models of dependence on the private automobile. ITDP focuses on working with municipalities and non-governmental organizations in developing countries to implement projects that show how air pollution, carbon emissions, traffic congestion and accidents can be reduced, or how the basic mobility of the poor can be improved.

About the Role

Kigali is one of Africa’s fastest-growing cities, where rapid population growth and urban expansion are placing increasing demand on public transport. In response, the City of Kigali and Ecofleet are modernising the city’s bus network and advancing a vision for services that are reliable, accessible, and clean.

To support this effort, the Institute for Transportation and Development Policy (ITDP), in partnership with the City of Kigali and Ecofleet, will develop a Public Transport Network Map for Kigali. The map will help passengers plan their journeys, strengthen the visibility of the network, and provide a common reference for operators, planners, and city officials.

The consultant will support ITDP in designing the network map, participating in stakeholder engagement meetings, and preparing print-ready and installation-ready map outputs.

What You're Gonna Do

  • Transform the client’s public transport network data into a clear, intuitive, and visually consistent map that supports passenger navigation and network communication.
  • Work closely with ITDP and other key stakeholders to ensure the map accurately represents Kigali’s public transport network.
  • Work closely with ITDP’s project team and maintain regular communication with both ITDP and Ecofleet throughout the assignment.

About You

PhD in public policy, law, data governance, or a related field. Recent PhDs and individuals seeking additional postdoctoral training welcome. Must be eligible to work in the United States. Demonstrated background in policy interpretation, legal analysis, and data governance with a strong publication record. Previous experience in risk assessment, cross-cultural collaboration, and project leadership in multi-stakeholder or international policy settings desired.
