The Department of City Planning (DCP) is New York City’s primary land use agency and is instrumental in designing the City’s physical and socioeconomic framework. DCP’s ambition is to make all of New York a better place to live, to maintain what works and improve what doesn’t.

We are seeking an Education Facilities Analyst to support the Community Facilities Planner in strategic
planning for education facilities. You will engage in planning for education facilities in 3 main areas:

• In the City’s Ten-Year Capital Strategy and in supporting the School Construction Authority’s Capital Plan
• In neighborhood planning efforts led by DCP’s borough offices
• In analyzing the local impact of development proposals to the City Planning Commission

Your role will be particularly focused on equity, including ensuring that neighborhoods with overcrowded schools, lack of available sites, future expected growth, and/or lower income levels are getting the education facilities needed. This will require a deep understanding of broader planning factors including population growth, demographic shifts, and housing trends.

You will be expected to collaborate with a wide range of subject matter experts. You will work closely with multiple divisions at DCP (including the five borough offices; Population; Housing, Economic, and Infrastructure Planning; Environmental Assessment and Review; Counsel; and Information & Technology), with other agencies (especially the School Construction Authority and the Department of Education), and with City Hall.

Support the development of housing data inputs (including development pipeline and projections) to inform the City’s various capital planning initiatives as they relate to neighborhood change:

• Produce replicable, documented database on long-term housing growth using Department of Buildings permit data, known City-led rezonings and private applications, and borough planner knowledge,
• Integrate interdepartmental and interagency perspectives on various scenarios of housing growth and neighborhood change over the next 10 years,
• Collaborate at a staff level with the School Construction Authority and the Department of Education to align on how to incorporate neighborhood-level housing growth insights into planning decisions (both for K-12 and Pre-K/3-K),
• Identify and pursue additional uses for this information and their specific requirements (for example, applying this information to neighborhood planning for water/sewer, drainage, resiliency, or fire protection).

Help to proactively identify and pursue opportunities to improve the City’s planning for
education facilities matched to neighborhood needs:

• Produce integrated perspective of school needs by neighborhood, leveraging City Planning perspectives, data resources and analytics, and community perspectives,
• Identify appropriate strategies to address needs (for example, facilitating school siting in overcrowded districts and/or in private applications, promoting the co-location of social services in underutilized schools).

Lead the analysis of the local community facilities impact of development proposals:

• Provide guidance to the department, other lead agencies, and consultants to ensure consistency and accuracy in the preparation of analyses,
• Develop updated methodologies and data resources to align with subject agencies’ planning methodologies, in collaboration with DCP stakeholders and MOEC.

Act as the data and product steward for core tools to community facilities planning:

• Disseminate newly created environmental review tool and embed in agency workflows,
• Identify and pursue improvements to other components of the division’s tools (especially SCA capital projects and education & youth domain of Facilities Database).

• You value the application of data to decision-making and process improvement, and demonstrate strong drive to advance your own skillset in support of these goals
• You are a self-starter and can apply independent judgment on complex issues
• You work well in teams and with a variety of subject matter experts
• You have strong data analysis skills using Excel and/or SQL (i.e., competency with advanced Excel functions like index match required)
• You are proficient in spatial analysis and mapping using ArcGIS and/or CARTO
• You are proficient in creating PowerPoint presentations and data visualizations to communicate key messages
• You are organized and have strong communication skills

Minimum requirements:

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community
   centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must
   have at least one year of experience as described in "1" above.

You'll be working in a diverse, tight-knit team of planners, engineers, management consultants, policy advisors, and technologists operating in a fast-paced environment to radically improve capital planning, budget prioritization, and decision-making in support of top City priorities.
