Context - The MobiliseYourCity Partnership:
Launched at COP21 in Paris in 2015, the MobiliseYourCity Partnership has positioned itself as the leading global Partnership of more than 100 partners for sustainable urban mobility planning, policy development, and increasing investment for sustainable transport in developing and emerging economies.
Today, the Partnership has more than 70 member cities with a combined population of over 129 million people in 33 countries, and we have 16 member countries. Thanks to the generous contributions of the European Union (EU), the Agence Française de Développement (AFD), the French Ministry of Ecological Transition (MTE), the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), and the French Facility for Global Environment (FFEM), as of December 2023, our partners have raised 54.7 million euros in grants to support 32 cities and 9 countries with technical assistance and project preparation. Following our support, our member cities and countries have been able to leverage 1.75 billion euros for implementation. The Partnership is implemented by AFD, GIZ, ADEME, Cerema, CODATU, EBRD, KFW, and Wuppertal Institute. Our Implementing Partners are working with cities and countries all over the world to develop scalable solutions to improve mobility in complex environments.
The MobiliseYourCity Secretariat consists of an international team of 7 people of which 5 are financed by AFD, 1 by Ademe, and 1 by BMZ. The advertised position is funded by AFD (the Agence Française de Développement).
The HR and Payroll specialist will be based in the MobiliseYourCity Secretariat in Brussels and hired through CODATU under Belgian law. CODATU is one of the founding partners of MobiliseYourCity. It is a French NGO working in the Global South to promote sustainable mobility policies through training activities and scientific exchanges on urban and peri-urban mobility.
About the Role:
We are seeking a dedicated HR and Payroll Specialist to join our team. Reporting directly to CODATU’s deputy executive manager (based in Lyon, France) and working closely with the social secretariat (Securex), this role involves managing payroll, recruitment, and administrative functions to ensure smooth and efficient HR operations for the CODATU staff based in the MobiliseYourCity Secretariat in Brussels, Belgium.

Gross salary of €2,400/month Full Time Equivalent (FTE) on a 13-month basis.
