For more than ten years, the URBACT programme has been the European Territorial Cooperation programme aiming to foster sustainable integrated urban development in cities across Europe. It is an instrument of the Cohesion Policy, co-financed by the European Regional Development Fund, the 28 Member States, Norway & Switzerland.
URBACT’s mission is to enable cities to work together and develop integrated solutions to common urban challenges, by networking, learning from one another’s experiences, drawing lessons and identifying good practices to improve urban policies.
About the Role
The Joint Secretariat of the URBACT III programme is recruiting a Communication Officer. Ensuring ongoing and efficient communications on URBACT activities, results and achievements is a key role to be performed through the design and implementation of the programme’s communications strategy. This strategy shall operate at programme level as well as at the level of all networks created by the programme.
Communications in URBACT shall cover and serve the main strands of activities of the programme: transnational exchange and learning (networks), capacity-building activities and capitalisation activities. The Communication Officer will work under the responsibility of the Capitalisation and Communication Officer and the Communication and Capitalisation Head of Unit. S/he will be responsible for supporting the design and implementation of the communications strategy. particularly in the fields of website management, events organisation and assistance to URBACT networks.
What You're Gonna Do
Digital communication:
- Support the Communication and Capitalisation Officer in the follow-up of web development and maintenance projects related to www.urbact.eu and www.blog.urbact.eu;
- Liaise with web service providers regarding on-going web maintenance issues;
- Ensure provision of assistance to National URBACT Points and network communication officers for the management of their pages on the URBACT website;
- Contribute to the production and sending of the monthly newsletter and other editorial tasks (write short news or articles in EN/FR);
- Upload and update documents/ news and static content on the website.
Events:
- Support the Communication team in coordinating the organisation and delivery of major communications events (e.g.. infodays, programme level conferences, etc.);
- Assist the JS staff with the organisation of events related to specific strands of activities (especially related to Networking –e.g. Trainings for beneficiaries; Capacitybuilding –e.g. National training seminars and Summer universities; Capitalisation – e.g. Launch events for publications);
- Lead the organisation of programme representation and participation in external events (liaise with organisers and service-providers, decide on materials and publications, set-up stand etc.);
- Is in charge with the general stock of publications and materials for events (keeps an updated list of materials and publications available, liaises with service providers regarding the availability of publications, decides on republication of different publications, ensures their shipping for external events, events organized by the National URBACT Points etc.).
Graphic design and layout:
- Design and follow-up the production of in-house communication materials (flyers, infographics, posters, invitations etc.);
- Support the JS staff with publication activities, incl. photo search, applying graphic charter, layout of internal documents;
Support to URBACT Networks:
- Define and develop website and tools for project development (instructional videos, FAQ, partner search/project idea tools)
- Define and develop network website pages and tools for project promotion, success stories, video testimonies etc.
- Provide support and advice to networks on strategic communication and communication activities
- Organise communication trainings for network communication officers
- Advise networks on branding and EU information and publicity rules
- If necessary, contribute to monitoring communication aspects of project implementation
About You
Qualifications & experience:
- A degree in a field relevant to URBACT activities (communication, urban policies, sociology, political science, transnational cooperation, etc.);
- Two years’ experience in Communication activities in an international environment
- Experience in organising events and website management;
- Knowledge of EU communication rules, EU institutions
Skills and abilities:
- Excellent communications skills (both oral and written);
- Excellent knowledge of communication principles and practices;
- Knowledge of print and online publication production processes;
- Fluency in English (both written and spoken) and proficiency in French; other EU languages appreciated.
- Computer savvy (MS Office, Adobe Pack, Zimbra). Experience with Content Management Systems (Drupal and WordPress CMS) a distinct asset.
- Basic graphic design skills (Adobe InDesign, Illustrator, Photoshop) and ability to produce in-house graphics;
- Capacity to effectively interact with a multiplicity of stakeholders including policy makers, senior civil servants and service providers;
- Ability to handle multiple tasks and deadlines, and work well with others in a fastpaced environment. Should be able to organise and prioritise own work with limited supervision;
- Attention to details;
- Available for frequent travels across Europe.

What We Offer
Working at the Joint Secretariat should start as soon as possible in February 2019. The
contract is a full-time permanent contract. The trial period is two months.
