About the Role
The Division on Cities, Urban Policies and Sustainable Development (CITY) advises governments on policies to enhance economic competitiveness of cities, improve well-being of residents, address urban inequality, and tackle environmental challenges at the local level. It produces evidence, analysis and standards on a range of urban policies and carries out reviews and thematic policy dialogues at metropolitan and national level.
CITY is looking for one or more experienced, dynamic and motivated economist(s) or policy analyst(s) to contribute to the division’s work, notably in the field of smart cities, urban housing, cities and climate change, urban mobility and metropolitan or national urban reviews. Candidates with a strong quantitative background and/or proven experience in managing networks of city officials and local practitioners are particularly encouraged to apply. The selected candidate(s) will report to the Head of the CITY Division or to one of the Heads of Unit.
What You're Gonna Do
Research, analysis and drafting
- Design and conduct innovative economic and policy analysis and research on cities and urbanisation in advanced and emerging economies, notably in the areas of smart cities, urban housing, cities and climate change, urban mobility, and other topics as required.
- Undertake quantitative and qualitative analysis of emerging local, national and global policy issues of relevance for cities, urban policies and sustainable development in the era of digitalisation and globalisation, demographic and social change, and transition to a low-carbon economy.
- Draft and edit high quality evidence-based assessment and tailored recommendations for maximum policy impact and guidance of public action, and oversee the production of statistical and analytical publications, ensuring their timely and quality delivery - including synthesis reports, national, local or thematic urban policy reviews, country case studies, proceedings and policy papers.
- Organise and summarise complex material in a clear manner for specialist and non-specialist audiences, and develop briefing materials as needed.
Co-ordination, communication and management
- Support the co-ordination of the Working Party on Urban Policy and networks of city officials and local practitioners, as well as the organisation of related conferences, workshops and events.
- Establish and maintain contacts with high-level representatives in relevant ministries and government agencies, as well as intergovernmental organisations and stakeholders from construction, transport, real estate and financial sectors and other urban relevant policy experts.
- Participate actively in fundraising to support the Programme of Work and Budget of the Regional Development Policy Committee and its technical networks.
- Collaborate with other staff within the CFE and from other OECD Directorates, and contribute to horizontal and multi-disciplinary projects and outputs as needed.
- Engage and supervise the work of external consultants, statisticians, and junior staff.
- Contribute to raising the profile and disseminating the division’s work at local, national and international levels.
Other duties
- Participate in missions, as necessary.
- Provide general support to the activities of the Division as required.
- Carry out other tasks as assigned, in particular as requested by the Head of Division and the Director’s office.
About You
Academic Background
- An advanced university degree in economics, urban development, environmental policy or a closely related field.
Professional Background
- A minimum of three, but preferably at least five years’ experience in producing high-quality research and analytical activities, in a policy-oriented context.
- Proven experience in dealing with networks of city officials, local practitioners or other stakeholders.
- Good knowledge of the OECD’s substantive work, particularly in urban-related fields.
- Solid experience in the use of economic statistics and quantitative analysis would be an asset.
Tools
- Good knowledge of MS Office (Word, Excel and PowerPoint). Good command of software used for statistical analysis (STATA, SAS, SPSS, R, etc.) and other tools (QGIS) would be an advantage.
- Ideally, good track record of understanding and using innovative technologies, big data and crowdsourcing tools to appraise urban challenges.
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
Knowledge of other languages would be an asset.

What We Offer
One-year fixed term appointment, with the possibility of renewal. Shortlisted candidates will be invited for a written test. Panel interviews will then take place in Paris. Depending on level of experience, monthly salary starts at either 5,829 EUR or 7,192 EUR, plus allowances based on eligibility, exempt of French income tax.
